Red diesel - helping farmers?

My understanding is that the allowing the on road use of red diesel is being sold as a relief measure for farmers. From some of the post I've seen, for many farmers their on road use of diesel is insignificant compared to what the are using in the field. A combine burns through 150 gallons of diesel a day, but that's already fair use for red diesel. Semi's hauling grain to the bins can use red diesel until the end of the year, but the longer hauls to the sell points don't take place, from what I understand, until January/February after the tax deferal expires. I'm not a farmer, but from what I've read this move is not doing much to help them.
