Some of this might be pedal tuning as well. A lot of cars/trucks are coming from the factory with a completely gutted mid range pedal. Initial tip in is OK, then nothing, then you get WOT. All for fuel efficiency reasons.
I've driven my truck stock, with a banks pedal monster, and also with a pulsar tuner; the last 2 modify the pedal by boosting the curve in the mid range and my truck felt quite a bit stronger than stock. Until you go WOT and then of course there is no difference again.
Also some engines just have a naturally less strong mid range; when you compare two cars/trucks head to head and go WOT then you aren't testing the midrange of the engine anymore.
That midrange is so crucial, whether its pedal tuning or engine itself, if it feels week its going to feel slow even though WOT might show a different result.
