Ok found it. I have to enable polls on each node aka topic. I enabled them for new and used vehicle purchasing for now. If you want them on another topic, let me know. It is fairly easy to do but tedious so I'm holding off on doing every topic for now.
 
One last thing, you have to create a new thread and you'll see the option for a poll. You can't add a poll within an existing thread. I also enabled them for the Tim's Journalism questions section.
